Any camera decision will obviously take relative prices into account. The manufacturer’s suggested retail prices give an idea on the placement of the camera in the maker’s lineup and the broader market. The FZ1000 II was launched at a markedly lower price (by 85 percent) than the Q3, which puts it into a different market segment. Normally, street prices remain initially close to the MSRP, but after a couple of months, the first discounts appear. Later in the product cycle and, in particular, when the replacement model is about to appear, further discounting and stock clearance sales often push the camera price considerably down. Then, after the new model is out, very good deals can frequently be found on the pre-owned market.
Sensor comparison
The size of the imaging sensor is a crucial determinant of image quality. A large sensor will tend to have larger individual pixels that provide better low-light sensitivity, wider dynamic range, and richer color-depth than smaller pixel-units in a sensor of the same technological generation. Further, a large sensor camera will give the photographer additional creative options when using shallow depth-of-field to isolate a subject from its background. On the downside, larger sensors tend to be associated with larger, more expensive camera bodies and lenses.
Of the two cameras under consideration, the Leica Q3 features a full frame sensor and the Panasonic FZ1000 II an one-inch sensor. The sensor area in the FZ1000 II is 87 percent smaller. As a result of these sensor size differences, the cameras have a format factor of, respectively, 1.0 and 2.7. Both cameras have a native aspect ratio (sensor width to sensor height) of 3:2.
With 60.3MP, the Q3 offers a higher resolution than the FZ1000 II (20MP), but the Q3 nevertheless has larger individual pixels (pixel pitch of 3.79μm versus 2.41μm for the FZ1000 II) due to its larger sensor. Moreover, the Q3 is a much more recent model (by 4 years and 3 months) than the FZ1000 II, and its sensor will have benefitted from technological advances during this time that further enhance the light gathering capacity of its pixels. Coming back to sensor resolution, it should be mentioned that the Q3 has no anti-alias filter installed, so that it can capture all the detail its sensor resolves.
The resolution advantage of the Leica Q3 implies greater flexibility for cropping images or the possibility to print larger pictures. The maximum print size of the Q3 for good quality output (200 dots per inch) amounts to 47.6 x 31.6 inches or 121 x 80.4 cm, for very good quality (250 dpi) 38.1 x 25.3 inches or 96.8 x 64.3 cm, and for excellent quality (300 dpi) 31.8 x 21.1 inches or 80.7 x 53.6 cm. The corresponding values for the Panasonic FZ1000 II are 27.4 x 18.2 inches or 69.5 x 46.3 cm for good quality, 21.9 x 14.6 inches or 55.6 x 37.1 cm for very good quality, and 18.2 x 12.2 inches or 46.3 x 30.9 cm for excellent quality prints.
The Q3 has on-sensor phase detect pixels, which results in fast and reliable autofocus acquisition even during live view operation.
The Leica Q3 has a native sensitivity range from ISO 50 to ISO 100000. The corresponding ISO settings for the Panasonic Lumix DC-FZ1000 II are ISO 125 to ISO 12800, with the possibility to increase the ISO range to 80-25600.
In terms of underlying technology, the Q3 is build around a CMOS sensor, while the FZ1000 II uses a BSI-CMOS imager. Both cameras use a Bayer filter for capturing RGB colors on a square grid of photosensors. This arrangement is found in most digital cameras.
Since 2007, DXO Mark has published sensor performance measurements that have been derived using a consistent methodology. This service determines an overall sensor rating, as well as sub-scores for low-light sensitivity ("DXO Sports"), dynamic range ("DXO Landscape"), and color depth ("DXO Portrait"). The following table provides an overview of the physical sensor characteristics, as well as the sensor quality measurements for a selection of comparators.

Note: *) Information refers to the mechanical shutter, unless the camera only has an electronic one. |
One difference between the cameras concerns the presence of an on-board flash. The FZ1000 II has one, while the Q3 does not. While the built-in flash of the FZ1000 II is not very powerful, it can at times be useful as a fill-in light.
The FZ1000 II has an articulated screen that can be turned to be front-facing. This characteristic will be appreciated by vloggers and photographers who are interested in taking selfies. In contrast, the Q3 does not have a selfie-screen.The reported shutter speed information refers to the use of the mechanical shutter. Yet, some cameras only have an electronic shutter, while others have an electronic shutter in addition to a mechanical one. In fact, both cameras under consideration feature an electronic shutter, which makes completely silent shooting possible. However, this mode is less suitable for photographing moving objects (risk of rolling shutter) or shooting under artificial light sources (risk of flickering).
The Leica Q3 and the Panasonic FZ1000 II both have an intervalometer built-in. This enables the photographer to capture time lapse sequences, such as flower blooming, a sunset or moon rise, without purchasing an external camera trigger and related software.
The FZ1000 II is equipped with a zoom lens, while the Q3 comes with a built-in prime. The FZ1000 II has a 25-400mm f/2.8-4.0 optic and the Q3 offers a 28mm f/1.7 (focal lengths in full frame equivalent terms). Hence, the Panasonic provides a wider angle of view at the short end, as well as more tele-photo reach at the long end than the Leica. The Q3 offers the faster maximum aperture.
Concerning the storage of imaging data, both the Q3 and the FZ1000 II write their files to SDXC cards. The Q3 supports UHS-II cards (Ultra High Speed data transfer of up to 312 MB/s), while the FZ1000 II can use UHS-I cards (up to 104 MB/s).

It is notable that the FZ1000 II has a microphone port, which can help to improve the quality of audio recordings by attaching an external microphone. The Q3 does not feature such a mic input.
Both the Q3 and the FZ1000 II are recent models that are part of the current product line-up. The FZ1000 II replaced the earlier Panasonic FZ1000, while the Q3 followed on from the Leica Q2. Further information on the features and operation of the Q3 and FZ1000 II can be found, respectively, in the Leica Q3 Manual (free pdf) or the online Panasonic FZ1000 II Manual.

If the count of individual advantages (bullet points above) is taken as a guide, the Q3 is the clear winner of the match-up (19 : 9 points). However, the relevance of individual strengths will vary across photographers, so that you might want to apply your own weighing scheme to the summary points when reflecting and deciding on a new camera. A professional sports photographer will view the differences between cameras in a way that diverges from the perspective of a street photog, and a person interested in family portraits has distinct needs from a landscape shooter. Hence, the decision which camera is best and worth buying is often a very personal one.
How about other alternatives? Do the specifications of the Leica Q3 and the Panasonic FZ1000 II place the cameras among the top in their class? Find out in the latest Best Prime Lens Compact Camera and Best Superzoom Camera listings whether the two cameras rank among the cream of the crop.
In any case, while the comparison of technical specifications can provide a useful overview of the capabilities of different cameras, it remains partial and cannot reveal, for example, the shooting experience and imaging performance when actually working with the Q3 or the FZ1000 II. User reviews that are available, for instance, at amazon can sometimes shed light on these issues, but such feedback is all too often partial, inconsistent, and inaccurate.
Expert reviews
This is why expert reviews are important. The following table reports the overall ratings of the cameras as published by some of the major camera review sites (amateurphotographer [AP], cameralabs [CL], digitalcameraworld [DCW], dpreview [DPR], ephotozine [EPZ], photographyblog [PB]). As can be seen, the professional reviewers agree in many cases on the quality of different cameras, but sometimes their assessments diverge, reinforcing the earlier point that a camera decision is often a very personal choice.

Note: (+ +) highly recommended; (+) recommended; (o) reviewed; (..) not available. |
The review scores listed above should be treated with care, though. The ratings are only valid when referring to cameras in the same category and of the same age. Thus, a score needs to be put into the context of the launch date and the launch price of the camera, and comparing ratings of very distinct cameras or ones that are far apart in terms of their release date have little meaning. It should also be noted that some of the review sites have over time altered the way they render their verdicts.
