Any camera decision will obviously take relative prices into account. The listed launch prices provide an indication of the market segment that the manufacturer of the cameras have been targeting. The ZS70 was launched at a markedly lower price (by 50 percent) than the FZ1000, which puts it into a different market segment. Usually, retail prices stay at first close to the launch price, but after several months, discounts become available. Later in the product cycle and, in particular, when the replacement model is about to appear, further discounting and stock clearance sales often push the camera price considerably down.
Sensor comparison
The size of the imaging sensor is a crucial determinant of image quality. All other things equal, a large sensor will have larger individual pixel-units that offer better low-light sensitivity, wider dynamic range, and richer color-depth than smaller pixels in a sensor of the same technological generation. Moreover, a large sensor camera will give the photographer more control over depth-of-field in the image and, thus, the ability to better isolate a subject from the background. On the downside, larger sensors tend to be associated with larger, more expensive camera bodies and lenses.
Of the two cameras under consideration, the Panasonic ZS70 features a 1/2.3-inch sensor and the Panasonic FZ1000 an one-inch sensor. The sensor area in the FZ1000 is 314 percent bigger. As a result of these sensor size differences, the cameras have a format factor of, respectively, 5.6 and 2.7. The sensor in the ZS70 has a native 4:3 aspect ratio, while the one in the FZ1000 offers a 3:2 aspect.
Despite having a smaller sensor, the Panasonic ZS70 offers a higher resolution of 20.2 megapixels, compared with 20 MP of the Panasonic FZ1000. This megapixels advantage comes at the cost of a higher pixel density and a smaller size of the individual pixel (with a pixel pitch of 1.18μm versus 2.41μm for the FZ1000). However, it should be noted that the ZS70 is much more recent (by 2 years and 10 months) than the FZ1000, and its sensor will have benefitted from technological advances during this time that make it possible to gather light more efficiently. Coming back to sensor resolution, it should be mentioned that the ZS70 has no anti-alias filter installed, so that it can capture all the detail its sensor resolves.
The Panasonic Lumix DC-ZS70 has a native sensitivity range from ISO 80 to ISO 3200, which can be extended to ISO 80-6400. The corresponding ISO settings for the Panasonic Lumix DMC-FZ1000 are ISO 125 to ISO 12800, with the possibility to increase the ISO range to 80-25600.
In terms of underlying technology, the ZS70 is build around a BSI-CMOS sensor, while the FZ1000 uses a CMOS imager. Both cameras use a Bayer filter for capturing RGB colors on a square grid of photosensors. This arrangement is found in most digital cameras.
Since 2007, DXO Mark has published sensor performance measurements that have been derived using a consistent methodology. This service is based on lab testing and assigns an overall score to each camera sensor, as well as ratings for dynamic range ("DXO Landscape"), color depth ("DXO Portrait"), and low-light sensitivity ("DXO Sports"). Of the two cameras under consideration, the FZ1000 offers substantially better image quality than the ZS70 (overall score 28 points higher). The advantage is based on 3 bits higher color depth, 1.1 EV in additional dynamic range, and 2.3 stops in additional low light sensitivity. The following table provides an overview of the physical sensor characteristics, as well as the sensor quality measurements for a selection of comparators.

Note: *) Information refers to the mechanical shutter, unless the camera only has an electronic one. |
One differentiating feature between the two cameras concerns the touch sensitivity of the rear screen. The ZS70 has a touchscreen, while the FZ1000 has a conventional panel. Touch control can be particularly helpful, for example, for setting the focus point.
Both cameras have an articulated rear screen that can be turned to be front-facing. This feature will be particularly appreciated by vloggers and photographers who are interested in taking selfies. The reported shutter speed information refers to the use of the mechanical shutter. Yet, some cameras only have an electronic shutter, while others have an electronic shutter in addition to a mechanical one. In fact, both cameras under consideration feature an electronic shutter, which makes completely silent shooting possible. However, this mode is less suitable for photographing moving objects (risk of rolling shutter) or shooting under artificial light sources (risk of flickering).
The Panasonic FZ1000 has an intervalometer built-in. This enables the photographer to capture time lapse sequences, such as flower blooming, a sunset or moon rise, without purchasing an external camera trigger and related software.
Both the ZS70 and the FZ1000 have zoom lenses built in. The ZS70 has a 24-720mm f/3.3-6.4 optic and the FZ1000 offers a 25-400mm f/2.8-4.0 (focal lengths in full frame equivalent terms). Hence, the ZS70 provides a wider angle of view at the short end, as well as more tele-photo reach at the long end than the FZ1000. The FZ1000 offers the faster maximum aperture.
Concerning the storage of imaging data, both the ZS70 and the FZ1000 write their files to SDXC cards. Both cameras can use UHS-I cards, which provide for Ultra High Speed data transfer of up to 104 MB/s.

It is notable that the FZ1000 has a microphone port, which can help to improve the quality of audio recordings by attaching an external microphone. The ZS70 does not feature such a mic input.
Both the ZS70 and the FZ1000 have been discontinued, but can regularly be found used on ebay. The FZ1000 was replaced by the Panasonic FZ2500, while the ZS70 was followed by the Panasonic ZS80. Further information on the features and operation of the ZS70 and FZ1000 can be found, respectively, in the Panasonic ZS70 Manual (free pdf) or the online Panasonic FZ1000 Manual.

If the count of relative strengths (bullet points above) is taken as a measure, the FZ1000 is the clear winner of the contest (16 : 10 points). However, the pertinence of the various camera strengths will differ across photographers, so that you might want to weigh individual camera traits according to their importance for your own imaging needs before making a camera decision. A professional sports photographer will view the differences between cameras in a way that diverges from the perspective of a street photog, and a person interested in family portraits has distinct needs from a landscape shooter. Hence, the decision which camera is best and worth buying is often a very personal one.
How about other alternatives? Do the specifications of the Panasonic ZS70 and the Panasonic FZ1000 place the cameras among the top in their class? Find out in the latest Best Superzoom Camera listing whether the two cameras rank among the cream of the crop.
In any case, while the specs-based evaluation of cameras can be instructive in revealing their potential as photographic tools, it remains incomplete and does no justice, for example, to the way the ZS70 or the FZ1000 perform in practice. User reviews, such as those found at amazon, can sometimes inform about these issues, but such feedback is often incomplete, inconsistent, and biased.
Expert reviews
This is why hands-on reviews by experts are important. The table below provides a synthesis of the camera assessments of some of the best known photo-gear review sites (amateurphotographer [AP], cameralabs [CL], digitalcameraworld [DCW], dpreview [DPR], ephotozine [EPZ], photographyblog [PB]). As can be seen, the professional reviewers agree in many cases on the quality of different cameras, but sometimes their assessments diverge, reinforcing the earlier point that a camera decision is often a very personal choice.

Note: (+ +) highly recommended; (+) recommended; (o) reviewed; (..) not available. |
Care should be taken when interpreting the review scores above, though. The ratings were established in reference to similarly priced cameras that were available in the market at the time of the review. A score, therefore, has to be seen in close connection to the price and market introduction time of the camera, and comparing ratings of very distinct cameras or ones that are far apart in terms of their release date have little meaning. Also, kindly note that some of the listed sites have over time developped their review approaches and their reporting style.
