The price is, of course, an important factor in any camera decision. The retail prices at the time of the camera’s release place the model in the market relative to other models in the producer’s line-up and the competition. The ZS70 was launched at a markedly lower price (by 50 percent) than the FZ1000 II, which puts it into a different market segment. Normally, street prices remain initially close to the MSRP, but after a couple of months, the first discounts appear. Later in the product cycle and, in particular, when the replacement model is about to appear, further discounting and stock clearance sales often push the camera price considerably down.
Sensor comparison
The size of the sensor inside a digital camera is one of the key determinants of image quality. A large sensor will generally have larger individual pixels that offer better low-light sensitivity, provide wider dynamic range, and have richer color-depth than smaller pixels in a sensor of the same technological generation. Further, a large sensor camera will give the photographer additional creative options when using shallow depth-of-field to isolate a subject from its background. On the downside, larger sensors are more costly to manufacture and tend to lead to bigger and heavier cameras and lenses.
Of the two cameras under consideration, the Panasonic FZ1000 II features an one-inch sensor and the Panasonic ZS70 a 1/2.3-inch sensor. The sensor area in the ZS70 is 76 percent smaller. As a result of these sensor size differences, the cameras have a format factor of, respectively, 2.7 and 5.6. The sensor in the FZ1000 II has a native 3:2 aspect ratio, while the one in the ZS70 offers a 4:3 aspect.
Despite having a smaller sensor, the ZS70 offers a slightly higher resolution of 20.2 megapixels, compared with 20 MP of the FZ1000 II. This megapixels advantage comes at the cost of a higher pixel density and a smaller size of the individual pixel (with a pixel pitch of 1.18μm versus 2.41μm for the FZ1000 II). Moreover, it should be noted that the FZ1000 II is a somewhat more recent model (by 1 year and 10 months) than the ZS70, and its sensor might have benefitted from technological advances during this time that further enhance the light gathering capacity of its pixels. Coming back to sensor resolution, it should be mentioned that the ZS70 has no anti-alias filter installed, so that it can capture all the detail its sensor resolves.
The Panasonic Lumix DC-FZ1000 II has a native sensitivity range from ISO 125 to ISO 12800, which can be extended to ISO 80-25600. The corresponding ISO settings for the Panasonic Lumix DC-ZS70 are ISO 80 to ISO 3200, with the possibility to increase the ISO range to 80-6400.
Technology-wise, both cameras are equipped with BSI-CMOS (Backside Illuminated Complementary Metal–Oxide–Semiconductor) sensors. Both cameras use a Bayer filter for capturing RGB colors on a square grid of photosensors. This arrangement is found in most digital cameras.
Consistent information on actual sensor performance is available from DXO Mark for many cameras. This service is based on lab testing and assigns an overall score to each camera sensor, as well as ratings for dynamic range ("DXO Landscape"), color depth ("DXO Portrait"), and low-light sensitivity ("DXO Sports"). Note: *) Information refers to the mechanical shutter, unless the camera only has an electronic one. |
The reported shutter speed information refers to the use of the mechanical shutter. Yet, some cameras only have an electronic shutter, while others have an electronic shutter in addition to a mechanical one. In fact, both cameras under consideration feature an electronic shutter, which makes completely silent shooting possible. However, this mode is less suitable for photographing moving objects (risk of rolling shutter) or shooting under artificial light sources (risk of flickering).
The Panasonic FZ1000 II has an intervalometer built-in. This enables the photographer to capture time lapse sequences, such as flower blooming, a sunset or moon rise, without purchasing an external camera trigger and related software.
Both the FZ1000 II and the ZS70 have zoom lenses built in. The FZ1000 II has a 25-400mm f/2.8-4.0 optic and the ZS70 offers a 24-720mm f/3.3-6.4 (focal lengths in full frame equivalent terms). Hence, the ZS70 provides a wider angle of view at the short end, as well as more tele-photo reach at the long end than the FZ1000 II. The FZ1000 II offers the faster maximum aperture.
Concerning the storage of imaging data, both the FZ1000 II and the ZS70 write their files to SDXC cards. Both cameras can use UHS-I cards, which provide for Ultra High Speed data transfer of up to 104 MB/s.

It is notable that the FZ1000 II has a hotshoe, while the ZS70 does not. This socket makes it possible to easily attach optional accessories, such as an external flash gun.
The FZ1000 II is a recent model that features in the current product line-up of Panasonic. In contrast, the ZS70 has been discontinued (but can be found pre-owned on ebay). As a replacement in the same line of cameras, the ZS70 was succeeded by the Panasonic ZS80. Further information on the features and operation of the FZ1000 II and ZS70 can be found, respectively, in the Panasonic FZ1000 II Manual (free pdf) or the online Panasonic ZS70 Manual.
Review summary
So what is the bottom line? Is the Panasonic FZ1000 II better than the Panasonic ZS70 or vice versa? Below is a summary of the relative strengths of each of the two contestants.
Arguments in favor of the Panasonic Lumix DC-FZ1000 II:
- Better moiré control: Has an anti-alias filter to avoid artificial patterns to appear in images.
- Better image quality: Features a larger and more technologically advanced imaging sensor.
- Richer colors: The sensor size advantage translates into images with better, more accurate colors.

If the number of relative strengths (bullet points above) is taken as a guide, the FZ1000 II is the clear winner of the match-up (17 : 7 points). However, the pertinence of the various camera strengths will differ across photographers, so that you might want to weigh individual camera traits according to their importance for your own imaging needs before making a camera decision. A professional wildlife photographer will view the differences between cameras in a way that diverges from the perspective of a family photog, and a person interested in architecture has distinct needs from a sports shooter. Hence, the decision which camera is best and worth buying is often a very personal one.
How about other alternatives? Do the specifications of the Panasonic FZ1000 II and the Panasonic ZS70 place the cameras among the top in their class? Find out in the latest Best Superzoom Camera listing whether the two cameras rank among the cream of the crop.
In any case, while the specs-based evaluation of cameras can be instructive in revealing their potential as photographic tools, it remains incomplete and does no justice, for example, to the way the FZ1000 II or the ZS70 perform in practice. At times, user reviews, such as those published at amazon, address these issues in a useful manner, but such feedback is on many occasions incomplete, inconsistent, and unreliable.
Expert reviews
This is why expert reviews are important. The adjacent summary-table relays the overall verdicts of several of the most popular camera review sites (amateurphotographer [AP], cameralabs [CL], digitalcameraworld [DCW], dpreview [DPR], ephotozine [EPZ], photographyblog [PB]). As can be seen, the professional reviewers agree in many cases on the quality of different cameras, but sometimes their assessments diverge, reinforcing the earlier point that a camera decision is often a very personal choice.

Note: (+ +) highly recommended; (+) recommended; (o) reviewed; (..) not available. |
Care should be taken when interpreting the review scores above, though. The ratings are only valid when referring to cameras in the same category and of the same age. Hence, a score should always be seen in the context of the camera's market launch date and its price, and rating-comparisons among cameras that span long time periods or concern very differently equipped models make little sense. It should also be noted that some of the review sites have over time altered the way they render their verdicts.
