Any camera decision will obviously take relative prices into account. The listed launch prices provide an indication of the market segment that the manufacturer of the cameras have been targeting. The GM1 was launched at a markedly lower price (by 58 percent) than the 7D Mark II, which puts it into a different market segment. Usually, retail prices stay at first close to the launch price, but after several months, discounts become available. Later in the product cycle and, in particular, when the replacement model is about to appear, further discounting and stock clearance sales often push the camera price considerably down.
The imaging sensor is at the core of digital cameras and its size is one of the main determining factors of image quality. A large sensor will tend to have larger individual pixels that provide better low-light sensitivity, wider dynamic range, and richer color-depth than smaller pixel-units in a sensor of the same technological generation. Furthermore, a large sensor camera will give the photographer more possibilities to use shallow depth-of-field in order to isolate a subject from the background. On the downside, larger sensors tend to be more expensive and lead to bigger and heavier cameras and lenses.
Of the two cameras under consideration, the Canon 7D II features an APS-C sensor and the Panasonic GM1 a Four Thirds sensor. The sensor area in the GM1 is 33 percent smaller. As a result of these sensor size differences, the cameras have a format factor of, respectively, 1.6 and 2.0. The sensor in the 7D Mark II has a native 3:2 aspect ratio, while the one in the GM1 offers a 4:3 aspect.
In terms of underlying technology, both cameras are build around CMOS sensors.
With 20MP, the 7D Mark II offers a higher resolution than the GM1 (15.8MP), but the 7D Mark II nevertheless has larger individual pixels (pixel pitch of 4.10μm versus 3.77μm for the GM1) due to its larger sensor. Moreover, the 7D Mark II is a somewhat more recent model (by 10 months) than the GM1, and its sensor might have benefitted from technological advances during this time that further enhance the light gathering capacity of its pixels.
The resolution advantage of the Canon 7D II implies greater flexibility for cropping images or the possibility to print larger pictures. The maximum print size of the 7D Mark II for good quality output (200 dots per inch) amounts to 27.4 x 18.2 inches or 69.5 x 46.3 cm, for very good quality (250 dpi) 21.9 x 14.6 inches or 55.6 x 37.1 cm, and for excellent quality (300 dpi) 18.2 x 12.2 inches or 46.3 x 30.9 cm. The corresponding values for the Panasonic GM1 are 23 x 17.2 inches or 58.3 x 43.8 cm for good quality, 18.4 x 13.8 inches or 46.7 x 35 cm for very good quality, and 15.3 x 11.5 inches or 38.9 x 29.2 cm for excellent quality prints.
The 7D Mark II has on-sensor phase detect pixels, which results in fast and reliable autofocus acquisition even during live view operation.
The Canon EOS 7D Mark II has a native sensitivity range from ISO 100 to ISO 16000, which can be extended to ISO 100-51200. The corresponding ISO settings for the Panasonic Lumix DMC-GM1 are ISO 200 to ISO 25600, with the possibility to increase the ISO range to 125-25600.
Consistent information on actual sensor performance is available from DXO Mark for many cameras. This service determines an overall sensor rating, as well as sub-scores for low-light sensitivity ("DXO Sports"), dynamic range ("DXO Landscape"), and color depth ("DXO Portrait"). Many modern cameras are not only capable of taking still images, but can also record movies. Both cameras under consideration have a sensor with sufficiently fast read-out times for moving pictures, but the 7D Mark II provides a higher frame rate than the GM1. It can shoot video footage at 1080/60p, while the Panasonic is limited to 1080/60i.

One feature that is present on the 7D Mark II, but is missing on the GM1 is a top-level LCD. While being, of course, smaller than the rear screen, the control panel conveys some of the essential shooting information and can be convenient for quick and easy settings verification.
The reported shutter speed information refers to the use of the mechanical shutter. Yet, some cameras only have an electronic shutter, while others have an electronic shutter in addition to a mechanical one. In fact, the GM1 is one of those camera that have an additional electronic shutter, which makes completely silent shooting possible. However, this mode is less suitable for photographing moving objects (risk of rolling shutter) or shooting under artificial light sources (risk of flickering).
The Canon 7D II and the Panasonic GM1 both have an intervalometer built-in. This enables the photographer to capture time lapse sequences, such as flower blooming, a sunset or moon rise, without purchasing an external camera trigger and related software.
The 7D Mark II writes its imaging data to Compact Flash or SDXC cards, while the GM1 uses SDXC cards. The 7D Mark II features dual card slots, which can be very useful in case a memory card fails. In contrast, the GM1 only has one slot. Both cameras can use UHS-I cards, which provide for Ultra High Speed data transfer of up to 104 MB/s.

It is notable that the 7D Mark II has a hotshoe, while the GM1 does not. This socket makes it possible to easily attach optional accessories, such as an external flash gun.
